PROPERTY PURCHASE · REGULATIONS · OVERVIEW

Real estate purchase in Mauritius for foreigners: the most important rules in 2026

One Real estate purchase in Mauritius for foreigners is possible – however, as a non-citizen you cannot do everything you want Buying property on the open market.

The crucial thing is first of all, under which employment model a Property is offered for sale and whether this model is suitable for foreign Buyers are allowed. Only after that should it be about location, equipment, The purchase price or personal preferences come into play.

01

Not every property in Mauritius is freely available for foreigners to purchase.

As a foreign buyer, you cannot simply buy any house, villa or plot of land in Mauritius. The purchase must be made within a legally permitted framework.

02

There are different purchasing models for foreign buyers

Among the most important possibilities today are in particular PDS, existing IRS and RES projects, Smart City, IHS as well as qualifying G+2 apartments.

Which model is suitable for you depends on the specific Get started on your real estate and personal plans in Mauritius.

03

Purchasing authorization and a residence permit are two different things

An immovable property can in principle be purchased by a foreign buyer without simultaneously granting a residence permit.

For regular real estate-related residence, an investment threshold of at least USD 375,000 into one that is appropriately qualified Property.

04

G+2 does not automatically mean residence

Certain G+2 apartments can already be purchased by foreign buyers from a purchase price of MUR 6 million to be acquired.

However, this acquisition threshold is subject to The USD 375,000 threshold for the real estate-related residence permit must be distinguished.

05

Check the property before you commit to a contract

Before making a reservation or a binding purchase decision, Mode of acquisition, developer or seller, contractual structure, Purchase-related costs and, if necessary, the quality of the construction will also be checked.

Especially when buying real estate in another country, it is advisable to clarify these points., before an emotional decision becomes a contractual obligation.

MY PRINCIPLE

First, figure out what you can buy. Then decide what you want to buy.

Therefore, I don’t start with individual real estate offers. First, I want to understand what you plan to do with the property, what budget you are planning to allocate, and whether residence, self-use, rental, or long-term savings play a role for you.

BUYING MODELS FOR FOREIGN BUYERS

What real estate can foreigners buy in Mauritius?

Foreign buyers can purchase real estate in Mauritius – but not freely across the entire real estate market. What is crucial is, whether the specific property is within a purchase model approved for non-citizens.

01
PROPERTY DEVELOPMENT SCHEME · PDS

PDS is today one of the most important channels for foreign property buyers.

The Property Development Scheme (PDS) is the A central framework for many new real estate projects, which are explicitly allowed to be sold to foreign buyers as well.

Depending on the project, this may include, for example: Villas, Townhouses, Apartments or Penthouses within high-quality residential developments.

Typical properties Villa · Apartment · Townhouse · Penthouse
Residence Possible upon qualifying purchase of USD 375,000 or more
Check before buying Project · Developer · Contract · Construction quality · ongoing costs

When a qualifying real estate purchase is made, the relevant Threshold of USD 375,000, This can be linked to a real estate-related residence permit.

02
IRS & RES

Older forms of ownership – but still relevant for existing properties.

The Integrated Resort Scheme (IRS) and that Real Estate Scheme (RES) are predecessors of today's PDS models.

New developments are no longer installed under these models. Existing IRS and RES projects remain relevant, however – especially when buying an existing property or when reselling it.

Today relevant in Existing IRS and RES properties
Residence Possible upon qualifying purchase of USD 375,000 or more
Especially check Original scheme and conditions for resale

Therefore, it is important to clarify the following aspects regarding an existing property:, under which scheme the property was originally approved and what conditions apply today for a foreign buyer.

03
SMART CITY SCHEME

Smart Cities connect living, working, and infrastructure within a larger development.

Within approved limits Smart city projects foreign buyers can purchase certain residential properties.

Depending on the development, this could be apartments, for example. Be it villas or other residential properties.

Real estate Project-dependent · Villa · Apartment · Other housing types
Residence Possible upon qualifying purchase of USD 375,000 or more
Special feature Depending on the project, serviced land may also be possible.
Serviced Land: Within certain approved smart city developments, foreign buyers can also purchase undeveloped land. Project-specific conditions and an obligation to develop the property within the prescribed timeframe apply.

Therefore, the term „smart city“ alone is not sufficient. What is important is always, which specific property or specific plot of land within the project is permitted for non-citizens.

04
GROUND + 2 · G+2

Certain apartments can also be purchased outside of traditional resort schemes.

About the so-called Ground+2 regulation can foreign buyers purchase certain apartments in buildings that have at least one ground floor plus two additional floors.

The purchase price must be at least MUR 6 million or the corresponding Equivalent value.

Minimum purchase price MUR 6 million.
Buildings At least Ground + 2 floors
Residence Only upon qualifying purchase of USD 375,000
Important: The minimum threshold for buying a G+2 apartment and the The threshold for an immovable property-related residence permit is not identical.
2026 NOTICE

Additional restrictions apply to real estate in new G+2 projects. State Land and Geometric Pas. Projects that have already been approved or existing ownership arrangements may be treated differently.

05
INVEST HOTEL SCHEME · IHS

Hotel and resort properties form a separate purchasing route.

About the Invest Hotel Scheme (IHS) can foreign buyers purchased certain units within approved Acquire hotel and resort developments.

This can, for example, be the case when Hotel suites, apartments or villas within a Hotel management act.

Character Real estate investment within a hotel or resort operation
Residence Possible upon qualifying purchase of USD 375,000 or more
Especially check Operator contract · Renting · Self-use · ongoing costs

An IHS property is therefore not automatically comparable to a freely usable private villa. Operator, rental and self-use rules should be understood clearly before purchase.

06
WHAT IS ESPECIALLY IMPORTANT SINCE JULY 2026

Foreigners can no longer buy residential properties freely outside the approved schemes.

Since July 1, 2026 the former special route exists No longer, certain non-citizens or residents were able to acquire residential property outside the traditional real estate schemes even with a purchase price of USD 500,000.

Therefore, even an existing residence permit does not mean that a non-national can subsequently purchase any number of houses, villas or plots of land on the Mauritanian housing market.

The basic rule for 2026:

For private residential properties, foreign buyers should focus their search on the purchase models approved for that purpose: PDS, Smart City, existing IRS/RES projects, IHS as well as qualifying G+2 apartments.

Therefore, for properties or real estate that are offered outside these structures, The eligibility to purchase must first be clarified before any reservation is made.

MY APPROACH BEFORE THE REAL ESTATE SEARCH

First, figure out what you can buy – then find the right property.

Therefore, I do not start with a list of available villas and apartments as long as possible for a foreign buyer.

First, we clarify, which income models are available to you, whether residence plays a role for you and how you would like to use the property later on.

Only then can we meaningfully narrow down the market and precisely target it. Choose properties that actually fit your Mauritius plans.

Real estate purchase & residence

Buying a property and residence permit: What is the difference?

To be able to buy a property in Mauritius and to benefit from this purchase Residence Permit To obtain is two different things.

This very distinction is particularly important for foreign buyers. Because a property can in principle be purchased by a non-citizen without the purchase automatically leading to a right of residence.

QUESTION 1 May I buy this property?

It depends on the purchasing model and the specific property.

≠
QUESTION 2 Will I receive a residence permit as a result?

Additional requirements and thresholds apply for this.

01
THE USD 375,000 BARRIER

When can a real estate purchase lead to a residence permit?

Upon qualifying real estate purchases within the designated models, a non-citizen can generally obtain an immovable property residence permit if the purchase price is at least USD 375,000 or the equivalent in other currencies achieved.

For example, qualifying real estate within PDS, IRS, RES, Smart City as well as appropriate G+2 apartments to belong.

However, what is crucial is always whether the specific real estate and the underlying purchasing model meet the requirements for a successful investment. Residence actually meets the requirements.

02
THE G+2 EXAMPLE

Purchasing eligibility and residence may have different thresholds.

Especially with G+2 apartments, the difference is easy to explain: A qualifying apartment can, in principle, already be purchased by a foreign buyer from an initial purchase price of MUR 6 million be accessible.

For a real estate-related residence, however, the separate Threshold of USD 375,000 or the equivalent in other currencies.

Note: Just because you are allowed to buy real estate, that does not mean that you will automatically receive a Residence Permit following this purchase.
03
ASSOCIATED WITH THE PROPERTY

The real estate-related residence is fundamentally associated with the ownership of the property.

Will a residence permit be issued based on a qualifying When granting a real estate purchase, this residence status is generally linked to the continued ownership of the corresponding property.

If the property is sold later, the residence status must therefore be reviewed again and, if necessary, a different residence route chosen.

04
YOUR PERSONAL STRATEGY

Not every buyer needs their residence to be located near the property.

Perhaps you already have another type of residence status or are planning to obtain it in another way. Perhaps you would like to first consider the property as Second residence, investment, or later living option acquire.

Therefore, the property with the highest value should not be automatically included. The purchase price is chosen only because it opens up a residence route.

What is crucial is rather the combination of Property, residency status, use and long-term planning It actually fits your goals in Mauritius.

MY POSITION

First, figure out what you want to achieve – then decide which property is the right one.

If your goal is not just the purchase of real estate, but also a long-term stay in Mauritius, you should The real estate selection and the residence strategy are considered together from the very beginning.

TYPES OF REAL ESTATE FOR FOREIGN BUYERS

Villa, apartment or land – what can you buy as a foreigner in Mauritius?

Whether a property is suitable for you as a foreign buyer depends not only on whether it is a villa, an apartment or a The property is.

What is crucial is, whether this specific property is within a purchase model approved for non-citizens – and whether they are suitable for your intended use, your budget, and, if applicable, your Residence-Ziel fits the bill.

01
BUYING A VILLA IN MAURITIUS

A villa is possible – but not every villa on the open market.

Modern villa on Mauritius within a real estate project approved for foreign buyers

Foreign buyers can purchase villas in Mauritius within approved real estate models. These include in particular: PDS, existing IRS and RES projects, and Smart city developments.

Depending on the project, it can be a detached villa, a resort villa, a town house, or another high-quality property. Trading in residential real estate.

From July 2026, foreign buyers will no longer be able to purchase residential properties outside the approved purchase models through the previous USD 500,000 special route.

For me, the exam doesn't end with the question of whether you can buy the villa.

Especially when it comes to new buildings, I also look at the construction companies. Building quality, contractual arrangements, the property, outdoor areas, ongoing costs, and future use.

Typical use Self-use · Family · Second home · Renting
Especially important Developer · Construction quality · Land · ongoing costs
In new constructions Monitor construction progress and technical execution

If the property is still under construction, it may be worthwhile to check the technical quality already during the construction phase – and not only at the key handover.

BUYING AN APARTMENT IN MAURITIUS

For apartments, foreign buyers have several options.

Modern apartment complex on Mauritius for foreign property buyers

Apartments can be part of an PDS-, IRS-, RES- or Smart-City projects to be.

In addition, there is the so-called Ground+2 regulation – G+2. This allows foreign buyers to purchase certain apartments in buildings with at least one ground floor plus two additional floors.

The minimum purchase price is basically MUR 6 million or the equivalent in the corresponding currency.

Important:The eligibility to buy a G+2 apartment and the requirements for an immovable property-related residence permit are two different things. The separate threshold of €10,000 applies to the Residence in principle. USD 375,000.
Right to purchase G+2 Basically starting at MUR 6 million.
Residence Upon qualifying purchase starting at USD 375,000
Check before buying Service Charges · Administration · Rental Rules · Soundproofing

When buying an apartment, I therefore don’t just look at the purchase price.

Service charges, condominium, rental rules, Community facilities, soundproofing and management can make a significant difference in the long run.

A cheaper apartment with high ongoing costs may be less attractive in the long run than a more expensive property with well-organized management costs. Administration.

2026 NOTICE

Additional restrictions apply to new G+2 projects Real estate on State Land and Geometric Pas. Projects already approved or existing projects Property relations can be treated differently.

03
BUYING A PROPERTY IN MAURITIUS

For foreigners, the purchase of real estate is significantly more restricted.

Land for development within a approved real estate development in Mauritius

A foreign buyer can buy in Mauritius Not simply buying any residential building plot on the open market, to then build a private villa on it.

The former acquisition route outside the approved real estate models became the July 1, 2026 finished.

However, within certain approved structures, there is still Possibilities.

SERVICED LAND WITHIN A SMART CITY

Affordable land for development may be available within certain smart city projects.

Within the framework of an approved smart city development, foreign buyers can also purchase real estate under the respective conditions. Acquisition of serviced land it could be possible.

Project-specific conditions and requirements apply. Therefore, it is advisable to first check whether the specific property can actually be purchased by a non-citizen before making any reservation.

May you acquire this property? Under which scheme is it? What project and construction requirements apply? What deadlines exist?

Only when these questions are resolved does it make sense to discuss architecture, construction costs, construction companies, and the later stages of the project. Talk about building control.

My advice:First, determine the legal ability to acquire property and Check the project conditions – and only then with the home planning and Start building calculation.

MY RECOMMENDATION

I do not recommend Villa or Apartment as a general rule.

What is crucial is, how you want to use the property, how much responsibility you want to take on yourself and whether self-use, renting, residence, or long-term planning are the main priorities for you.

Sometimes a villa is the right choice. For another buyer, a well-managed apartment is more practical. And anyone who wants to build their own must first ensure that that the desired acquisition of the property is actually possible.

Therefore, I first clarify your goals – and then search for the property that truly suits them.

PRICE · INCIDENTAL COSTS · ONGOING COSTS

What costs are associated with buying real estate in Mauritius?

The purchase price is only part of what an estate on Mauritius actually costs.

In addition to the one-time costs of acquisition, you should also consider the ongoing costs later on – especially when Apartments, PDS projects and gated communities.

It makes a significant difference whether you have one New construction & off-plan directly from the developer or one Real estate investment – mostly in Mauritius Re-selling it – buy.

REGISTRATION DUTY
5%

When purchasing real estate, there is generally a fee for the buyer. Registration Duty of 5 % of the relevant Real estate value a.

EXAMPLE

What should be taken into account in addition to the purchase price

01

Real estate in Mauritius is transferred through a notary. The notary prepares or certifies the necessary documents, verifies the ownership details, and ensures the registration of the transfer of ownership.

The fees are calculated in stages and may vary depending on Transaction value up to 2 % of the property value are equal.

02

Real estate agent commission for existing properties

In the case of an existing property – usually in Mauritius Resale When buying a property, a real estate commission is often charged on the buyer’s side.

A common model is as follows: 2 % of the purchase price plus 15 % VAT on the commission. Calculated, this corresponds to 2.3 % of the purchase price.

The specific brokerage commission may vary depending on the broker and the assignment, and should be confirmed in advance.

03

Legal review & administrative costs

If you additionally hire your own lawyer to conduct an independent review of the contract, there will be separate costs associated with this.

Depending on the property, project, and acquisition model, additional administrative or project-related costs may also be incurred.

Do not confuse:The Land Transfer Tax is generally provided by The seller is the one who carries it and is not the one who bears the costs on the buyer's side. Registration Duty.
NEW CONSTRUCTION OR EXISTING BUILDING

The type of purchase makes a difference in the brokerage commission.

NEW CONSTRUCTION & OFF-PLAN
often 0 %

No separate brokerage fee for the buyer

Do you buy a new property directly from the developer – before Whether completed or during the construction phase – undertakes in The builder's rule stipulates the remuneration of the intermediary broker.

For you as a buyer, this usually means no additional separate brokerage commission a.

RE-SALE · EXISTING PROPERTY
often 2 % + VAT

Buyer commission on resale

In the case of an already existing property, the buyer is often charged a brokerage commission.

2 % commission and 15 % VAT on the brokerage service This corresponds to the calculation 2.3 % of the purchase price.

Why I write „New construction & off-plan“:German-speaking buyers usually look for new construction. On Mauritius and in the international real estate market, however, the term "pre-construction" is often used to describe a purchase before or during the construction phase. Off-plan used.

Syndic Fees: What is shared payment in a residential complex?

In apartment complexes and many gated communities, the term "gated community" is regularly encountered in Mauritius. Syndic Fees.

Put simply, these are the ongoing costs for the common areas, facilities and services of a residential complex.

For buyers from Germany, Austria or Switzerland, the principle is most likely associated with the common tariffs. Costs of a homeowners association comparable.

Security and security personnel
Maintenance of communal garden facilities
Streets, access roads and gates
Lighting of common areas
Water for communal areas
Administration and general maintenance
Technical community facilities
Communal pool, if available

Therefore, what is crucial is not just: „What are the syndic fees?“ But also: „What is actually contained in it?“

Modern apartment and residential complex on Mauritius with a communal pool, gardens and communal areas for owners to use.
IMPORTANT DIFFERENCE

Community costs are not your private operating costs.

Especially in the case of a villa within a gated community, these two cost categories are often confused with each other.

ABOUT THE COMMUNITY

Typical syndic costs

  • Security of the entire facility
  • Common roads and access routes
  • Common green spaces
  • Exterior lighting of the facility
  • Common gates and technical facilities
  • Management of the communal areas
  • Community pool including maintenance and chemicals
PRIVATE TO PAY

Costs of your own villa

  • Private pool service
  • Pool chemicals for your private pool
  • My own gardener
  • Taking care of your private property
  • Electricity and water for your villa
  • Private repairs and maintenance
  • Maintenance of own technical equipment
Example:If an apartment complex has a communal pool, cleaning, pool service, maintenance, and chemicals for this pool can be financed through syndic fees. The private pool in your own villa is usually not included in the cost.
Modern villa on Mauritius with private pool and tropical garden as an example of ongoing costs such as pool maintenance, gardening services, and maintenance.

Villas and apartments have different cost profiles.

VILLA

With a villa, you plan for more private operating costs.

These can include pool service, pool chemistry, gardening, electricity, water, air conditioning maintenance, building insurance, and repairs and ongoing maintenance.

APARTMENT

With an apartment, more costs are passed on to the community.

Depending on the building, elevators, a community pool, a garden area, security, a common electricity supply, pumps, generators, management and building maintenance may be part of the syndic fees.

Therefore, a low syndic fee does not automatically mean low overall costs for a villa. And a higher syndic fee for an apartment is not automatically bad if many services are covered.

Pest Control in Mauritius: Why I recommend it regularly

If you come from Germany, Austria, or Switzerland, „Pest Control“ might at first sound like a pest problem. However, in a tropical island, preventive treatment is something quite normal.

Heat and humidity create completely different conditions in Mauritius. Conditions are similar to those in Central Europe. Cockroaches, ants and other insects are simply part of the environment in the tropics.

Based on my own experience, I therefore recommend approximately every three months a preventive measure Have Pest Control carried out.

SMALL EXPENSE

That sounds more complicated than it actually is.

In the treatments I know of here in Mauritius, the actual process often only takes about 5 to 10 minutes.

An employee goes through the house and, for example, deals with the areas along the Screws and base wall connections, that is, places where insects typically move. Depending on the property, the outdoor areas and/or Parts of the garden were included.

Also, in my experience, the costs are usually very manageable in relation to the benefits.

Especially when a property is not permanently occupied, I personally advise against simply neglecting this regular inspection.

Important facts about termites:Normal general pest control and targeted termite inspection are not the same thing. In the event of a specific suspicion or increased risk, the issue of termites should be examined separately and, if necessary, treated specifically.
MY PERSONAL ADVICE

If your property is left empty on Mauritius for longer periods, do not leave it unattended for months. Regular pest control, flushing the toilets, letting the water run through the drains and a quick check-up are all simple tasks that can prevent many small and unnecessary problems.

DO NOT COUNT ONLY TODAY

The purchase price decides today. The ongoing costs will follow you every year.

Therefore, I do not evaluate a property solely based on whether the purchase price seems attractive. A meaningful decision also involves determining the long-term cost structure of the property.

The interesting cost issue often only begins after the handover.

In a new construction project, the ongoing costs often appear very clear during the sales phase.

What is crucial, however, is what happens when the project is completed and the owners have to finance the communal facilities on a long-term basis.

What will the actual syndic fees be?
How many owners share the community costs?
What maintenance contracts exist?
Who manages the facility?
Which technical facilities must be financed in the long term?
A large pool, gym, clubhouse, elaborate garden areas, and 24/7 security look excellent in the sales brochure – but later on, these facilities also have to be paid for.

MY POSITION

What does the property really cost – not just when buying it, but every year?

That is why I don't just look at the advertised purchase price.

Before making a decision, I would like to know:, what costs are involved in acquiring the property, what ongoing costs are involved Community costs are incurred and what additional private operating costs are included.

What does it really cost to buy a property in Mauritius?

The purchase price includes one-time acquisition costs and ongoing expenses in the future. Therefore, to make a sensible purchase decision, you should consider not only the price of the property but also the entire cost structure.

Especially for villas, apartments in residential complexes or new construction projects, the ongoing costs can vary significantly.

ONE-TIME COSTS WHEN PURCHASING

In addition to the agreed purchase price, there are additional costs associated with buying real estate. Some of these are stipulated by law, while others depend on the specific transaction.

The Land Transfer Tax is basically a tax on the seller side and should not be confused with the buyer’s registration duty.

NEW CONSTRUCTION & OFF-PLAN OR RESALE

There is also a significant difference in the brokerage commission.

NEW CONSTRUCTION & OFF-PLAN

When buying directly from the developer

In new-build and off-plan projects, the construction company usually covers the brokerage fee.

Therefore, the buyer does not normally incur any additional separate brokerage commission.

In the case of a real estate asset, a real estate agent commission on the buyer side is common practice, however.

Therefore, this amount should be taken into account when planning the budget.

COMMUNITY COSTS

  • Lighting of common areas
  • Maintenance of access roads and common areas
  • Administrative costs
  • Fitness rooms or other communal facilities

What is crucial is what services are included in it and how complex the operation of the respective residential complex is.

  • Garden service
  • Electricity
  • Water
  • Air conditioners and their maintenance
  • minor repairs
  • Maintenance of facade, roof and outdoor areas
  • Insurance
  • Pest Control

In the case of an apartment complex, many of these areas are already organized collectively and are distributed via the respective syndic fees.

PRAXISTIP FROM MY EXPERIENCE

Pest Control in Mauritius: Why I recommend it regularly

If you come from Germany, Austria, or Switzerland, „Pest Control“ might at first sound like a pest problem. However, in a tropical island, preventive treatment is something quite normal.

Heat and humidity create completely different conditions in Mauritius than in Central Europe. Therefore, ants, cockroaches and other tropical insects are part of the environment – even in very well-maintained and high-quality properties.

MY PERSONAL PRACTICE

I have a general pest control treatment carried out approximately every three months.

In my experience, this is usually not a big deal: An employee goes through the house and repairs things like skirting boards, transitions between the floor and the wall, and certain interior and exterior areas.

With standard treatment, it often only takes about five to ten minutes in my case. The costs are manageable in proportion to the benefits.

Important: Termites are a separate topic.

A normal regular pest control treatment against ants, Cockroaches and other insects should not be automatically equated with a special termite treatment.

IF THE PROPERTY REMAINS EMPTY FOR LONGER PERIODS

Water pipes and drains also need attention.

If you only use your property in Mauritius for a few months a year, someone should regularly check on the house or apartment.

I recommend in particular:

01

Rinse all toilets regularly.

02

Let some water run in the wash basins and showers for a few minutes.

03

Be sure that the siphons or odor seals do not dry out.

04

At the same time, take a quick tour of the property.

Why is that useful?

If water evaporates in a siphon over a long period of time, the odor seal may lose its function. This can lead to unpleasant odors from the pipes and dry drains can make it easier for insects to access them.

DO NOT COUNT ONLY TODAY

The purchase price decides today. The ongoing costs will follow you every year.

Therefore, I do not evaluate a property solely based on whether the purchase price seems attractive. A meaningful decision also involves the question of which The cost structure is behind the property in the long term.

NEW CONSTRUCTION & OFF-PLAN

Even in the case of a new construction, the ongoing costs begin no later than after handover.

New residential developments often appear particularly attractive at first: modern architecture, communal pool, fitness area, beautifully landscaped gardens and possibly additional services.

However, this exact equipment also causes ongoing costs later on.

Therefore, when looking at new construction projects, I look not only at the purchase price and the equipment, but also at the planned future management and the expected syndic fees.

More amenities do not automatically mean a better property.

What is crucial is whether you actually want to use the respective facilities and whether the long-term costs are acceptable for you. Fits the life model.

MY FAUSTINE PRINCESS

An investment property should not only fit within your budget when buying it.

It should also be financially pleasant to own after purchase.

Therefore, in addition to the purchase price and the associated costs, I also calculate Syndic fees, private operating costs, maintenance and the later Use included.

MY POSITION

I want to know what a property really costs – not just what is written on the price tag.

An asset that appears to be advantageous in the short term can become expensive in the long run if administrative, maintenance, or operating costs are not included. Fits use.

Conversely, an property with a slightly higher purchase price can be advantageous if the construction quality, location, management, and ongoing costs all align better in the long term.

Therefore, for me, a realistic cost assessment is always part of the property selection process in Mauritius.

Frequently Asked Questions · Real Estate Buying in Mauritius

Frequently asked questions about buying real estate in Mauritius as a foreigner

Anyone who wants to buy a property in Mauritius as a foreigner quickly encounters questions about the purchase models, the residence permit, G+2, purchase-related costs, and the actual purchase process. Here you will find the most important answers summarized in a compact way.

Status: October 2026
01 Can Germans and other foreigners buy property in Mauritius?

Yes. Foreigners are allowed to buy property in Mauritius, but not any property on the open market.

The acquisition must in principle take place within a model approved for foreign buyers. This includes in particular: PDS, existing IRS and RES projects, Smart City, IHS as well as qualifying G+2 apartments.

Therefore, what is crucial is not only whether you like a property, but first and foremost whether you are allowed to purchase it as a non-citizen.

02 Which properties can foreigners buy in Mauritius?

Depending on the employment model, foreigners may, for example Villas, apartments, townhouses and certain Land within approved projects acquire.

Typical possibilities are properties within a Property Development Scheme (PDS), existing IRS and RES schemes, a Smart City Scheme, or certain apartments under the G+2 scheme.

Which model applies should always be checked for the specific property.

03 Can I simply buy a normal house or plot of land in Mauritius as a foreigner?

No. A non-citizen cannot simply become a citizen of any country. Buy a single-family home or any private residential property in Mauritius.

Since July 2026, the previous option no longer exists for purchasing a normal residential property outside the permitted real estate models solely based on a correspondingly high purchase price.

Special rules also apply to land. For example, certain developed plots within approved smart city models may be available to foreign buyers.

04 What does G+2 mean when buying real estate in Mauritius?

G+2 stands for Ground plus Two. These are apartment buildings with at least two floors above the ground floor.

Foreign buyers can do so under the applicable conditions Buy apartments in such buildings.

The minimum purchase price for a qualifying G+2 purchase is MUR 6 million.

Important:

The minimum purchase price for the purchase of a G+2 apartment and the threshold for an immovable property-related residence permit are two different things.

05 How much do I have to invest to obtain a residence permit for an immovable property?

For regular real estate-related residence, the qualifying property must in principle have a value of at least USD 375,000 reach.

It is not enough to buy any property with this purchase price. The property must also be within a purchase model that qualifies for the corresponding residence.

The residence remains essentially bound to the ownership of the qualifying property.

06 Do I automatically receive my Residence Permit after buying real estate?

No – the real estate purchase itself does not replace the administrative permit process.

By acquiring a property that meets the required qualification requirements, you fulfill the basic requirements for residence based on real estate ownership. The residence permit must then be processed or applied for in the appropriate procedure using the required documents.

This is exactly the point I consider important: Ownership of the property and the issued residence permit are not the same document.

Therefore, this topic gets its own page:

There I will separately explain which documents are required, what the process after the purchase of the property looks like, and what happens during the registration process. Spouse partners and family members must be taken into account.

07 Can I also buy a property under USD 375,000?

Yes, this may be possible depending on the acquisition model.

An example is certain G+2 apartments, where the Purchase threshold at MUR 6 million is lying.

However, if the qualifying property value is below USD 375,000, basically resulting from that no regular real estate-related residence permit.

Therefore, the right to purchase and the right of residence should always be considered separately.

08 What additional purchase costs are incurred when buying real estate in Mauritius?

In addition to the purchase price, you should especially consider Registration Duty on the Buyer's Side, Consider notary costs and – especially for existing properties – a possible brokerage commission.

The registration duty is as follows, according to the current regulations: Regulation 5 %.

Notary fees depend on the respective purchase price and transaction. In the case of a resale property, a real estate commission is often added, while in new construction and off-plan projects the real estate commission is usually borne by the developer.

Additionally, before purchasing, you should already check what future syndic fees and ongoing costs are associated with the product. The property is connected.

09 Do I need a notary when buying real estate in Mauritius?

Yes. The notary plays a central role in real estate purchases in Mauritius.

He prepares or registers the relevant purchase documents, checks, among other things, ownership rights and encumbrances, and oversees the legal transfer of ownership.

I think it’s important not to involve the notary until the very end. Especially with a larger real estate investment, legal questions should be clarified before you commit yourself definitively.

10 Which is better: New construction & off-plan or an existing property?

There is no universal answer to this.

With a new build, you get a modern property, but at the same time you have to rely on the quality and reliability of the builder. Part of what you’re buying may not even be finished yet.

With a real estate asset, however, you can see how the building was actually built and how it has proven itself over the years.

For me, therefore, it is less important the year of construction than Building quality, actual condition, ongoing costs, Location within the facility and the planned use.

Armin understood our wishes very quickly, critically evaluated several options, and ultimately led us to a property we likely wouldn't have found on our own. What was particularly valuable for us was that he not only assisted with the purchase, but also negotiated directly with the developer and clarified important details for us. Throughout the entire process, we felt we had an experienced contact by our side.“

„For us, it was important not to just buy any nice villa, but a high-end project with good construction quality and a reputable developer. This is precisely where Armin’s experience helped us enormously. He compared various projects, addressed technical details we wouldn't have noticed ourselves, and also accompanied us through the purchase process and discussions with the developer and notary. In the end, we bought a property that we truly feel secure about.“

„The move to Mauritius raised many questions for us at first: the retirement permit, bank account, documents, and the right order for each step. Armin and his team guided us through the entire process in a very structured way and always clearly told us what needed to be done next. It was especially pleasant that we had a direct contact person on site and did not have to coordinate everything ourselves. As a result, the journey was much more relaxed than we had originally expected.“

BAUABNAHME MAURITIUS · QUESTIONS & ANSWERS

Frequently Asked Questions about Construction Inspection and Construction Progress Control in Mauritius

Good building control does not begin only at the key handover. The sooner I am involved in a new construction project, the better. compare planning, construction quality and actual execution. Here I answer the questions that buyers in Mauritius ask me most frequently.

01

When should I hire you for a new construction project in Mauritius?

The best time is as early as possible – ideally even before purchasing.

Then I can have construction and equipment specifications, plans, technical details, and – where available – already completed projects. View the developer's projects.

This allows points to be earned as long as changes are still relatively easy to make.

But even if the purchase contract has already been signed or the property is already under construction, a Monitoring of construction progress remains very useful.

My principle: The earlier quality issues are identified, the greater the chance of improving them before they become hidden behind plaster, screed, tiles or finished surfaces. Surfaces disappear.
02

Can I commission you even though I am not in Mauritius myself?

Yes. That is exactly why my on-site support is provided.

Many of my clients still live in Germany during the construction phase. Austria, Switzerland or another country.

I can monitor the property or construction site in Mauritius, document the relevant points using photography, and then provide you with the results digitally.

In case of necessary questions or improvements, the findings can be Points are then discussed with the builder or seller.

03

Do you only test at the final construction inspection?

No.

Pure control during key handover is too late for many technical details.

Therefore, my accompanying person can already be present at the Planning and before buying begin to discuss Construction progress checks during the construction phase continue and finally with the final construction acceptance end.

Before buying →Check the planning →Controlling construction progress →Final construction acceptance
04

What documents do you need for a building inspection?

Which documents are useful depends on the specific construction phase.

For example, the following are particularly helpful:

Purchase agreement & relevant documents Construction and equipment description Architectural plans and floor plans Technical details Amendments to the agreement Material and equipment specifications

The better the agreed performance can be understood, the more precise I can present it later with the actual execution on the construction site compare.

05

What is actually checked during a building inspection?

The exact scope depends on the property, the construction phase and the agreed service.

Typical areas include:

Roof and drainage Terraces & Slopes Windows & connection joints Sanitation & Water Management Tiles & wet areas Concrete & Crack formation Electricals & Equipment Pool & Outdoor Areas

If necessary, additional personnel will also be deployed. Laser measurements, plan alignment and inspections of inaccessible areas with the drone in addition.

06

What role do British Standards play in the building inspection process in Mauritius?

For relevant technical points, I look at which British Standards or technical requirements for the respective design can be used as a reference point.

It always remains crucial to, which requirements are agreed upon, provided for, or technically decisive for the specific project.

In practice, there are always differences between the intended or expected design and what was actually built.

Such a deviation does not automatically mean that a specific legal claim arises from it. However, it can be very important from a technical perspective and provide a factual basis for rectification, further clarification, or negotiations.
07

What happens if defects are found during the construction inspection?

The points identified are documented by me in a structured manner.

These include, depending on the situation: Description, position and photo documentation of the respective defect or deviation.

The customer thus receives a comprehensible acceptance or Defect report. This can then be handed over to the builder or seller for the rectification of the outstanding issues.

Check →Documenting →Improving →Follow-up checks
08

What happens if a defect cannot be eliminated?

Not every deviation can still be technically or economically meaningfully corrected in a completed property.

Nevertheless, the point should be documented and evaluated in a comprehensible manner.

A clearly recorded deviation can then be used as a Basis for discussions on an alternative technical solution or a financial compensation to be.

Especially for points that can hardly be changed after completion, good documentation can be particularly valuable for subsequent negotiations.
09

Do you also check roofs and hard-to-reach areas?

Yes.

If a roof or another part of the building is not safely or conveniently directly accessible, I can provide our professional assistance. Use the drone for control purposes.

This can, for example, be used to Ceiling areas, drainage points, connections and other hard-to-reach details evaluate from a significantly better perspective.

Relevant recordings can, if necessary, also be included in the documentation of the construction completion certificate.

10

Do you also measure areas, room heights and building dimensions?

Yes, provided that this is relevant for the respective exam.

For this purpose, I use professional laser measuring technology and can, for example, compare room heights, distances, and other relevant measurements with the existing plans or agreed-upon specifications.

This makes it easier to assess, whether the property actually being built is within the intended or permissible deviations.

11

Can you already assess before buying how a developer actually builds?

That is one of the most important points for me.

When a customer wants to buy a new project, I don't just look at the price. Renderings and sales documents attached.

As far as possible, I also include already completed projects and ongoing construction sites of the same developer in my assessment.

This way I can see what quality was actually delivered, which weaknesses recur frequently, and how the construction company handles necessary improvements or follow-up repairs.

This not only helps with the final building approval. It can already be decisive before the purchase whether I would recommend a project to my customer at all.
12

What does a building permit or progress inspection cost in Mauritius?

This depends on the scope of the desired accompaniment.

A single final construction acceptance has a different amount of effort than one Assistance that begins before the purchase and continues after it Includes construction progress controls.

Size, location, construction phase and the type of property also play a role.

Therefore, we will first discuss your specific situation. Afterwards you will receive a individual offer with clearly defined scope of services.

The first conversation is free and non-binding.
